Providing a Leadership Culture and Efficient Operations
The Administration division provides direction and structure for business operations of the University System of Georgia. By establishing policies and overseeing day-to-day operations, it defines and evaluates solutions for USG objectives in the departments of Real Estate and Facilities, Legal Affairs, Human Resources, Organizational Effectiveness and Safety and Security, Communications, and Governmental Affairs.
Real Estate and Facilities is responsible for overseeing the management of construction, renovation, and maintenance of facilities for University System of Georgia institutions; working with campus officers and other state agencies; managing the oversight of long-range development planning, including coordinating the development of campus master plans; and implementing systems for property management and land development.
Human Resources is responsible for the plan design and plan administration of all system-wide employee benefit programs and oversees the publishing and implementation of the Board of Regents personnel policies.
Legal Affairs is responsible for developing and managing contracts and agreements; responding to legal inquiries, appeals and interrogatories; educating employees and institutions on all laws affecting institutions of higher education; and advising University System of Georgia institutions on legal matters governing copyright, employment and other relevant matters.
Organizational Effectiveness is responsible for campus consolidations, the ethics and compliance program, enterprise risk management, management reviews, and oversight of intercollegiate athletics.
Safety and Security provides centralized access to safety and security information applicable to the University System of Georgia institutions.
Departments within Administration
- Real Estate and Facilities

Legal Affairs works with the Attorney General’s office in providing counsel to the Board of Regents.

Responsible for the plan design and plan administration of all system-wide employee benefit programs and oversees the publishing and implementation of the Board of Regents personnel policies. This office also directs system-wide training and leadership initiatives.
- Organizational Effectiveness
Focused on providing support to institutions throughout the University System, while identifying new opportunities, improvements and capabilities to further enhance the efficiency and effectiveness of our academic programs, leaders, faculty, staff and our students.
- Safety and Security
Provides centralized access to safety and security information applicable to the University System of Georgia institutions.
- Communications
Responsible for communications for the University System of Georgia. Our mission is to communicate in a proactive manner the goals, agenda and accomplishments of the Board of Regents to a broad-based constituency – particularly to such primary audiences as state legislators; key national, regional and local media; key business and industry leaders and other key decision-makers, as well as the public at large.
- Governmental Affairs
Develops and strengthens relationships between the Board of Regents of the University System of Georgia and government officials ensuring that the strategic goals of the Board of Regents receive recognition and support on both the state and federal levels.

To review the potential for the consolidation of institutions to strengthen the University System of Georgia in its ability to serve students and meet state needs, now and into the future.
- Community Relations
Works with University System of Georgia institutions to provide the small and minority business communities with access to information and bid opportunities.
- Comprehensive Administrative Review
The Comprehensive Administrative Review is a system-wide initiative focused on improving administration through creating efficiencies, streamlining processes and finding ways to be more effective with USG resources.
- Copyright and Fair Use
Facilitates compliance with copyright law and, where appropriate, the exercise in good faith of full fair use rights by faculty and staff in teaching, research, and service activities.
- Cybersecurity
Responsible to develop and maintain an information security organization and architecture for support of information security across the University System of Georgia and support of activities between institutions.

Enables the University System of Georgia to increase the quality and consistency of information, increase functionality and service to customers, facilitate the management and control of risk – especially where one person is performing a critical function, and reduce costs through economies of scale.
