University System of Georgia Seeks Proposals to Expand P3 Student Housing Program
Atlanta — April 20, 2018
The University System of Georgia (USG) has released a Request for Qualified Concessionaires (RFQC) for a student housing Public Private Partnership (P3) for seven University System of Georgia institutions. The release of this RFQC begins a process to explore whether expansion of the P3 student housing program would be a viable option for providing quality, secure, and affordable housing for students at these institutions.
The RFQC seeks a private development firm to design, build, finance, operate and maintain approximately 12,064 beds at five institutions, of which approximately 1,376 would be new or renovated beds. In addition, the concessionaire would be responsible for operating and maintaining approximately 3,270 existing beds for three of the institutions in the RFQC.
In November 2014, Corvias Campus Living was selected for a $517 million agreement to develop 3,683 new beds and manage 6,195 existing beds of on-campus housing for nine institutions. The participating institutions and campuses in the current RFQC include: Albany State University (Albany), Georgia Southwestern State University (Americus), Gordon State College (Barnesville), Middle Georgia State University (Macon, Cochran, and Eastman), Savannah State University (Savannah), University of West Georgia (Carrollton) and Valdosta State University (Valdosta).
Consistent with their academic missions, the institutions will continue to provide direct student services including security, residence life, housing fee collection, and recruitment.
Responses to the RFQC are due June 1, 2018 in order to be considered. Given the size and complexity of the proposed housing portfolio, all prospective respondents are asked to review the RFQC carefully and provide notice of any specific concerns about key provisions specified in the document no later than April 27, 2018.
USG officials anticipate pre-qualifying up to four concessionaires to participate in a detailed Request for Proposal process. The USG seeks to select a concessionaire before the end of the year.
