The Board of Regents Tuition Classification Policy
All students attending a University System of Georgia college or university are classified as either in-state or out-of-state for tuition purposes. Based on Georgia Code 20-3-66, BOR Policy 4.3.2 outlines the criteria for classifying students as in-state or out-of-state.
The Board of Regents Out-of-State Tuition Waiver Policy
Some students not meeting the requirements to be classified as in-state may meet the requirements to be awarded an out-of-state tuition waiver. Students classified as out-of-state should review the out-of-state tuition waivers outlined in Policy 7.3 to learn more about the waivers. Students wishing to apply for a waiver should contact their institution to learn about specific waiver criteria, application deadlines and to receive the appropriate waiver application form.

In October 2010, the Board of Regents passed Policy 4.1.6, Admission of Persons Not Lawfully in the United States, and Policy 4.3.4, Verification of Lawful Presence. Learn more about what these policies mean to prospective and current students.
