Campus Levels of Delegated Authority

Section 9.4 of the Board of Regents Policy Manual establishes policies for Capital Project Authorization, Procurement, and Contracting. Subsection 9.4.1, Authorization by Board of Regents, allows the USG chief facilities officer to authorize projects on behalf of the Board of Regents, provided those projects conform with the campus master plan and do not exceed $2,500,000 in initial construction costs.  The USG chief facilities officer may further delegate any or all of this project authorization authority to the institution presidents. 

  • All projects with an initial construction cost over $2,500,000 require authorization by the Board of Regents.
  • Projects with an initial construction cost greater than the institution designated Project Authorization amount listed in the table below, and less than or equal to $2,500,000, require authorization by the Vice Chancellor for Real Estate and Facilities. 
  • The Facilities Integrated Review Submission Form must be used to submit requests for project authorization by the Vice Chancellor for Real Estate and Facilities or by the Board of Regents.

In addition to authority for Project Authorization, the USG chief facilities officer also delegates authority to the institutions to procure and execute design professional and construction professional contracts. 

The chart below provides the delegated authority levels for each USG institution. Each institution is responsible for administering such delegation in accordance with the Board of Regents' policies, procedures, and guidelines.

Task Order Assignments

  1. No assignment is to exceed the institution's delegated authority level.
  2. Assignments can raise to the value of the Task Order Master Contract only if the assignment (project) was approved, in writing, by the Vice Chancellor of Real Estate and Facilities -or - the Board of Regents.
