Meeting Minutes: Regents Advisory Committee on Records and Admissions (RACRA)
July 25, 2000
Savannah Marriott Riverfront Hotel
Chairperson Dr. Mollie DeHart (Coastal Georgia Community College) called the meeting to order at 12:40pm.
Mollie introduced Janet Stracher (East Georgia College) as substitute secretary for Donald Avery.
Katherine Sweeney (Augusta State College) welcomed and introduced Rita Garner, Associate Registrar at MCG; Elizabeth Christmas, Assistant Dir. Of Admissions and Sally Thomas, Assistant Dir. Of Admissions.
Angela Harris (Dalton State College) welcomed and introduced Jodi Johnson, Dalton State College's new Vice-President for Enrollment Services.
Jason Pruitt (North Georgia College & State Univ.) introduced their new Dir. Of Admissions, Bob LaVerriere.
Dee Minter (Macon State) introduced Pella Murphy, Dir. Of Robins Residence Center.
Mollie introduced Dr. Barry Fullerton (Board of Regents) who noted that Tonya Lam has moved to the Central Office as Senior Advisor on Student Information Systems.
CAAP vs DARS
Barry Fullerton, Randall Thursby, and Tonya Lam met with Jack Southland of Miami University concerning DARS. CAAP has been in existence 6 - 7 years, according to Barry, but does not have much to show for it.
James Squires (SCT) discussed a CAPP implementation policy.
Barry said implementing CAPPS or DARS this year is one of his priorities.
DTAE Institutions
Walter Peacock asked about transferability of credit between DTAE and university system institutions. Barry responded by saying that the governor has said that we will take COE & COC credit from DTAE Institutions. He stated that issues regarding core courses taken at technical schools and transferring those hours "seamlessly" to university system schools will be reviewed at the Fall Workshop.
Tonya Lam discussed the P-16 memo, which called for some of the core to be accepted.
Discussion followed on accreditation and faculty credentials as key issues.
VPAA Meeting Minutes - Tonya Lam
Tonya stated that minutes from the Benchmarking meeting will be shared with the Regents at the August meeting.
Master plan technology
- Peachnet & Peachnet connectivity
- Recommended that the Board of Regents form an information technology committee at the Central Office level
- Review of state fund formula
SACS review of distance education components will be in October 2001.
Dr. Papp (Senior Vice Chancellor for Academic Affairs) has set the following goals:
- Assessment (quality/quantitative)
- Data Standardization
- Management Review
- Access versus Excellence
- Responsiveness
- Quality of learning.
Providing the Regents' Test on-line was discussed.
Discussed Noel Levitz and Peter Bryant's presentation to VPAA's which pointed out scheduling and other academic functions which reflect retention.
Admissions Standards for Non-Traditional Students
- Would exempt non-traditional students from CPE/Compass examination if…
- the SAT exam was taken within the last 7 years and
- the student must have SAT scores of 500 Verbal and 500 Math or ACT English 21 and Math 21.
Pipeline
The University System signed an agreement for access to Pipeline, which is an integrative web portal. It provides one stop shopping for students with links to Banner Web, Galileo, etc. Please inform Tonya Lam if your school is interested in participating in this project. Some cost is associated with participation.
SIRS Revisions - Carl Wallman
- Fall - submitted data elements include suspensions, which we have not done. Must be input manually on ZOAGARP until OIIT can update.
- Walter Peacock asked about SIRS Data Dictionary requiring GED scores on non-traditional students. Barry Fullerton indicated he will follow-up on this information.
- GED scores added to SOATEST with a common code for GED entry.
- Data Element Dictionary is on the Web now and will be mailed to institutions.
GA Easy - Larry Peavy
- There have been 21,000 hits since March 2000.
- Credit for success for the program was given to Barry Fullerton for his promotional efforts. He met with GA Easy committee members and agreed to a visible promotion through PROBE Fairs with GA Easy tables and banner plus brochures.
- College Net will furnish 3,000 mouse pads promoting GA Easy.
- GCIS staff are going to train high school counselors on GA Easy.
- Discussion continued onto CollegeNet/Banner Interface, which will be implemented at several pilot institutions in September. OIIT is heavily involved.
- Phase-in time will occur in two waves.
Common Transcript
Barry Fullerton stated that the governor wants to see the development of a common transcript and the ability to transfer them electronically.
Non Traditional Transfers - Walter Peacock
Deferred until the Fall Workshop.
Official Transcript - Mark Taylor
- The definition of an official transcript was discussed. Most schools define "official" as one that has been sent directly from the high school to the college's admissions office.
- Some high schools require students to use their own envelopes to mail transcripts. Dekalb's coordinator questioned Mark about what's official. Does the definition of "official" need to be redefined?
- Discussion followed.
Transferability of Tech College Credit
Deferred until the Fall Workshop.
SIS Committee
Elections were held to fill the following positions:
- At-Large /Research/Records/Admissions member - Debbie Williamson
- Four - Year Institution Registrar/Records member - Jason Pruitt.
Collaboration with Financial Aid and Admissions/Records
- A number of issues impact both Admissions/Records and Financial Aid offices. The suggestion was made to invite a Financial Aid representative to RACRA meetings and vice versa.
- Fall meeting scheduled in Macon early October allows for approximately a 2 hour overlap so both Admissions/Records and Financial Aid members could listen to SCT's demo of Banner 4.0.
- Lynn Bacon (Floyd College) was nominated as RACRA's representative to financial aid meetings.
Thirty-hour Rule - John McElveen
- John raised the question about the 30-hour rule and wanted direction from the Central Office. He is concerned about the practice by some schools, including 2-year schools, requiring additional placement testing for students who exited development studies at the student's prior institution and who have less than 30 transfer hours.
- Tonya Lam and Barry Fullerton will take this information back to the Central Office.
- John suggested a committee be formed to study the issue.
Compass Testing Issues - John McElveen
- John suggested scheduling several state wide testing dates and allow students to take the exam at their nearest institution regardless of where they plan to attend school.
- Big issue - Are most institutions using the Compass method of testing? John suggested creation of a committee to form a study. John McElveen, Tonya Lam, Kathleen Burk, and Mary Tileston agreed to serve as committee members to discuss these issues.
New Business
Tonya Lam will be RACRA's liaison to the Regents' Administrative Committee on Academic Affairs.
Old Business
Mollie DeHart raised the issue that ethnic origin has not been resolved.
Mollie DeHart adjourned the meeting at 2:15 p.m.
