Strategic Goal Four:
Strengthen the USG’s partnerships with the state’s other education agencies.

Challenge

Insufficient number of highly effective educational leaders to meet state needs. Georgia’s public schools do not have a sufficient pool of highly effective educational leaders to meet needs for school improvement. Large percentages of educational leaders will retire within the next few years (within five years of retirement based on years experience):

  • 77% of superintendents.
  • 45% of principals.
  • 25% of assistant principals.
  • Total positions to be filled: 1,968 positions.

Strengthen educational leader preparation programs, USG action: Design and implement competency-based educational leadership preparation programs in USG institutions that prepare educational leaders for the public schools.

Facilitate the USG Faculty Design Team.

Use practitioner-based “competencies” identified through analyses of the best performing schools in Georgia (verified through Georgia’s Leadership Institute for School Improvement) to guide program design.

Build sophisticated partnerships between USG institutions and school districts for cooperative assessment of each leader candidate on the performance of each competency, in real-time, school-based situations.

Provide ongoing development and training of educational leaders to enhance school improvement, student achievement, and the continuous improvement of university-based preparation programs, USG action: Georgia’s Leadership Institute for School Improvement (GLISI). Implement a number of GLISI-developed school improvement protocols designed to help school districts meet measures of adequate yearly progress on state report card and to inform USG preparation programs for school leaders.
