As of July 1, 2005, smoking is prohibited in all facilities owned, leased or operated by the State of Georgia. This includes all USG facilities.
Contractor Licensing SB 124 OCGA 43-41-1 As of July 1, 2005, establishes licensing Board and requirement for contractors doing work in Georgia. Fully enforceable as of July 1, 2007.
State Property Management SB 158 OCGA 50-9-2 Creates a State Property Officer within State Properties Commission responsible for inventory, management and acquisition of state property. USG must submit inventories of all property, but will continue to manage internally.
Qualifications-Based Selections of A/E Firms HB 155 OCGA 50-22-1 Applies to professional services provided by architects, professional engineers, landscape architects, land surveyors, and interior designers. State entities shall announce publicly requirements for such professional services, and shall enter into contracts for such professional services on the basis of demonstrated competence and qualifications for the types of professional services required at fair and reasonable fees.
Sales Tax on Property Used / Installed by Contractors HB 306 OCGA 48-8-1 State property owners may continue to purchase equipment or material tax-exempt. However when such items are installed in a state building by a contractor, the contractor assumes the tax liability. Requires state property owners to notify contractors about state sales tax that may be due on such equipment or materials before bids are submitted.
Procurement HB 312 OCGA 50-25-4 As recommended by the New Georgia Commission, all state procurement has been centralized under DOAS. This legislation allows DOAS to delegate any and all procurement to an agency that performs such services responsibly. The USG will be part of the committee that will determine the rules for such delegation and is expected to received delegated authority.
