Regional Meetings to be held on State Construction Manual
Please see the attached flyer for information on a series of meetings that will be held around the state to roll-out and introduce participants to the electronic version of the State Construction manual.
In these meetings we will:
• Demonstrate how to electronically access the manual
• Discuss the purpose and intent of how the content of the manual is organized (based on our original goals)
• Demonstrate how to download it from the website
• Request that interested parties review for content, completeness, and “ease of use”
• Invite participants to submit feedback online
• Notify everyone of the December 15th deadline for submissions

FY09-14 Capital Model Recommendations
On October 9, 2007, the Board of Regents was presented with a long-term look at facilities needed throughout the System that calls for a total investment of $1.7 billion in general obligation bonds between 2008 and 2014 for a capital implementation program with more than 100 new construction, renovation, and infrastructure projects.

State Construction Manual Available Electronically
GSFIC has published an electronic version of the State Construction Manual. The purpose of the manual, which was developed in consult with the Board of Regents and other state agencies, is to guide state agencies and construction and design professionals with the processes and procedures for completing capital projects for the State of Georgia.
The manual is a living reference document that will incorporate new material and resources on an ongoing basis.
Initial comments on the manual are due by November 9, 2007.

Presentations from Drought Videoconference Available
On June 28, 2007, the Higher Education Committee of the state-wide waterSmart initiative provided a free videoconference on Drought Survival Strategies for Georgia Colleges and Universities. This event featured expert speakers on the following topics:
- Pilot Community Partnerships
- Current Status of Drought Conditions in Georgia and Expected Forecast
- EPD Rules
- Local Utilities’ Perspective
- Irrigation and Drought
- Plant Management and Priority
- Managing Trees in Drought Conditions
Copies of these presentations are available on the waterSmart web site, www.conservewatergeorgia.net, through the link below.
The committee is also developing a training seminar and campus water audits for plant operations/landscape and grounds managers at Georgia colleges and state universities. The workshop is expected to be held in mid to late September.

Hopes are High for New Facilities Authority
The Georgia Higher Education Facilities Authority (GHEFA) - the new agency recently created by Senate Bill 562 - should be up and running in a matter of months after the Governor signs the legislation, the Board of Regents was told last week.
The new authority, shaped to assist the University System of Georgia and the Department of Technical and Adult Education (DTAE) with financing some capital projects, will be instrumental in streamlining the USG's facilities bonding process.
"This marks the first time the Board of Regents will have the ability to combine projects around the System into a single bond package," Chancellor Erroll B. Davis Jr. noted. "This will reduce costs to bring these projects forward."
The GHEFA bill was adopted by the General Assembly on behalf of the Board of Regents during the just-concluded legislative session, Davis told board members during his monthly report to them.
"We are prepared to work closely with the Georgia Higher Education Facilities Authority to facilitate the important work it will be doing on our behalf," said Linda Daniels, vice chancellor for facilities, in commenting on the new legislation. "We hope to have the authority up and running as soon as possible so that its decisions can be taken into consideration as the Board of Regents submits its capital projects for Fiscal Year 2008 to the Governor and the General Assembly."

USG Receives $240.2 Million for FY07 Capital Outlay
On March 30, the Georgia General Assembly adopted the Fiscal Year 2007 Budget during the final hours of its 2006 legislative session. The University System of Georgia received a total of $240.2 million in FY07 funds for capital outlay (25% of the state's general obligation debt for FY07.)
The $240.2 million includes $75.5 million for major capital projects, $82.1 million for minor projects, $19 million for other projects such as the Georgia Research Alliance, $2.9 million for public library projects, and $60 million in Maintenance, Repair and Renovation (MRR) funds.
Chancellor Davis issued a reminder that the budget is not yet set in stone. "House Bill 1027 now awaits the Governor's signature," he said. "The budget is not final until it has been approved by the Governor."

Perdue Recommends Full MRR Funding & 13 Minor Capital Projects
Governor Sonny Perdue's recommendations for the Fiscal Year 2007 Budget and Amended FY 2006 Budget includes full formula funding, an average 4 percent merit salary increase for faculty and staff, and full funding of the USG's Major Repair and Rehabilitation (MRR) request.
The Governor has also recommended funding for 13 projects on the Board of Regents' Minor Capital Outlay Projects Priority List, as well as $37.5 million for a teaching lab building at Georgia and $38 million for Georgia Tech's nanotechnology building.
