2003-2004 Charge To The Committee

University System of Georgia
Council on International Education
Committee on International Students & Scholars

Chair: Dr. Nancy Shumaker, Georgia Southern University

The Committee on International Students and Scholars is open to all faculty and staff in the University System of Georgia who have professional responsibilities or interests in any of the areas that affect non-U.S. citizens who study, teach, or conduct research at USG institutions. These areas include (but are not limited to) admissions, campus services, immigration regulations, English as a second language, human resources, and cultural diversity. The Committee is chaired by a member of the System Council on International Education, who reports on the Committee’s activities and places Committee recommendations before the Council for action.

The Committee is encouraged to consider any issue relating to international students and scholars. For 2003-2004 the Committee is given a select charge to complete the following assignments:

  • Build an active participatory membership of campus professionals in the international students and scholars field, facilitating communication and providing a useful forum where issues of common concern can be shared, discussed, and resolved;
  • Ensure that each USG institution achieves full implementation of the new federal Student and Exchange Visitor Information System (SEVIS);
  • Monitor other “homeland security” issues as they may affect international students and scholars, and make recommendations as appropriate;
  • Review English-as-a-second language (ESL) programs and courses at USG institutions through a process that ensures high quality of instruction and compliance with relevant Board of Regents policies and procedures;
  • Review the effectiveness of the USG’s negotiated health insurance policy option for international students and scholars (currently provided by HTH Worldwide, Inc.) and recommend whether it should be renewed, modified, or re-bid;
  • Establish a mechanism for the more effective sharing of international scholar resources among multiple institutions.
