In September 2007, Medical College of Georgia retained Pittsburgh-based Tripp Umbach to complete the medical education expansion study on behalf of the Board of Regents of the University System of Georgia. The expansion would address a critical statewide need for more physicians. The consulting firm has analyzed medical education needs nationwide and provided recommendations to the Board of Regents for expanding medical education in Georgia.

Two series of reports were completed to analyze the potential of creating residency programs in the Athens area, including a report outlining the general positives and negatives of creating such programs that resulted in an outline for further research and a more thorough feasibility report looking at potential implementation of residency programs. The charge for facilitating the development of these reports was given to the Georgia Board for Physician Workforce (GBPW). Working with funding provided through the GBPW, three hospitals in the Athens area hired ECG Management Consultants to assist them in gaining the needed understanding of the implications of residency programs in the Athens area. Specifically, working with ECG, the three Athens hospitals studied the fiscal and operational impacts that would result from the establishment of residency programs and developed preliminary strategies to create several residency programs in Athens area.
