Definitions and Abbrevations
App. – Appendix
Architect's Budget Certificate – Certificate submitted by the Design Professional at the Preliminary Design submittal and the 100% Construction Document submittal. See App. 6 F and 6 G.
BOR – Board of Regents – In this document, usually referring to the Board of Regents Facilities Office. The Office of the Vice Chancellor for Facilities.
CBO – Chief Business Officer on the campus.
CDs – Construction Documents.
Conceptual design – During the Schematic Design phase, the initial designs shown to the campus to determine a direction for the Schematic Design.
DCA – The state Department of Community Affairs.
DHR – The state Department of Human Resources. Includes the Health Department
DNR – The state Department of Natural Resources. Includes the Environmental Protection Division.
DPO – Director of Plant Operations on the campus.
Delegated Authority – The delegated authority limit of the campus is the amount of construction contracting and professional consultant services contracting that may be undertaken by the campus without the involvement of the Board of Regents Facilities Office.
Design Professional – In this document – typically refers to the architect who is the lead member of the design team.
EER – Environmental Effects Report. See Chapter 6.
EPD – Environmental Protection Division – The state division of the federal Environmental Protection Agency. Located within the state Department of Natural Resources.
ESA – Environmental Site Assessment – See Chapter 4.
Fixed Equipment – Equipment in the project affixed to the building and or permanently connected into the building systems. Examples: fume hoods, kitchen equipment, etc.
GEPA – Georgia Environmental Policy Act. See Chapter 6.
GSFIC – The Georgia State Financing and Investment Commission. (Construction Division)
"Guidelines for Preplanning" – Published by the BOR Office of Facilities. Includes programming information, design criteria, project development information.
Loose Equipment – Typically refers to furniture. As stated in the Policy Manual of the Board of Regents, the cost of the purchase of essential furniture required to place the facility in operation is included in the total project budget. The purchase of instructional, administrative, operational or maintenance equipment for use in a new facility is the responsibility of the institution.
MRR – Major Repair and Rehabilitation funds. MRR projects are requested annually by the institutions for approval by the Board of Regents.
Major Capital Project – A construction project with a total project budget exceeding $5 million. These projects are requested by the institution and submitted to the Board of Regents.
Memorandum of Policy – Also known as "The Rainbow," the policy and procedures document of the GSFIC Construction Division.
Minor Capital Project – A construction project with a total project budget less than $5 million. These projects are requested by the institution and submitted to the Board of Regents.
OPB – the state Office of Planning and Budget
PSC – Professional Services Contract.
Payback Project – A construction project requested by the institution to be funded with payback bonds. Theses are typically auxiliary facilities where fees are collected and the bonds are paid back by the institution. These projects are requested by the institution and submitted to the Board of Regents.
Periodical Estimate – Contractor's pay request.
Post - Bid Addendum – Procedure used by GSFIC to initiate, define and price a potential change order
Preliminary Design – The design phase between schematics and construction documents. Also known as the "design development" phase in the architectural and engineering industry.
Program Document – See Chapter 4
SCL – Stated Cost Limitation, or construction cost
The Rainbow – See Memorandum of Policy.
