President Jim Burran called the meeting to order. He announced that Valerie D'Ortona has resigned from the Council because she has left the System. A replacement was discussed, and Kathleen Burk will follow up.
Core Curriculum Transcript: Tonya Lam of the University System Office presented information on CAPP (Curriculum, Advising, and Program Planning). CAPP is a degree audit tool available to System institutions. Of particular interest to Council members is the potential use of CAPP to provide information on Core Curriculum completion for students transferring between System institutions. The Council recommended that an additional code be added to the "Common Core Attributes" in CAPP to indicate courses that fulfill Area D.I. but not Area D.II.

Core Curriculum Policy Revision
Kathleen Burk proposed a revision to the Core Curriculum section of the Policy Manual. A revision was recently suggested by a president who thought that the section was too long and included information that was not policy. Members made a number of suggestions, and the attached revision was approved.
Regents' Test Issue
Kathleen Burk asked the Council to consider some suggestions for accommodating students with learning disabilities on the Regents' Test. This issue is currently under discussion by the Administrative Committee on Learning Disorders, and input from the Council may also be useful. The members recommended that this and other Regents' Test issues be discussed at a retreat in the fall.
Ombuds Workshop and Other Transfer Issues
There are no clear indications of whether transfer problems exist and whether a workshop is needed. A survey of ombudspersons may be useful. Members supported the idea of reinstating a separate committee to look at Area F and transfer issues related to the major.
Next Meeting
The committee discussed having an extended meeting in the fall at a different location to disuses Regents' test and transfer issues. President Burran agreed to schedule such a meeting.
The meeting was adjourned at 2:00.
Proposed Revision for Policy Manual
303.01 Core Curriculum
Each institution's core curriculum shall follow a common set of principles and framework. The principles and framework were developed with the goal of allowing institutions some flexibility in defining learning outcomes while ensuring that the core curriculum completed at one System institution is fully transferable to another System institution.
Each institution's core curriculum consists of 60 semester credit hours as follows:

Area A: Essential Skills Specific courses in English composition and mathematics |

Area B: Institutional Options Courses that address institution-wide general education outcomes of the institution's choosing |

Area C: Humanities/Fine Arts Courses that address humanities/fine arts learning outcomes |

Area D: Science, Mathematics, and Technology Courses that address learning outcomes in the sciences, mathematics, and technology |

Area F: Courses Related to the Program of Study Lower-division courses related to the discipline(s) of the program of study and courses that are prerequisite to major courses at higher levels |

The specific courses contained in Areas A through E of an institution's core curriculum are approved by the Council on General Education.
Students completing an area of the core curriculum will receive full credit for that area upon transfer to another System institution within the same major. In Area A, students will receive credit for courses taken regardless of whether the area is completed. For students completing the core curriculum, the total number of hours required of transfer students for the baccalaureate degree shall not exceed the number of hours required of native students for the same major field.
