The Academic Advisory Committee for Computer Science and Systems Analysis met April 27-28, 2000 at North Georgia College & State University in Dahlonega, Georgia.
The committee conducted faculty development activities on April 27 from 10:00 a.m. - 6:05 p.m. Faculty development sessions included:
- A presentation by Barbara Bernal Thomas from Southern Polytechnic State University on The Benefits of Applying PSP/TSP with Software Engineers.
- A PowerPoint presentation by Will Lloyd, State University of West Georgia, on Instructional Techniques in Computer Science.
- A presentation by Jerry Adkins, Georgia College & State University, on Beginning Visual C++ 6.
- A discussion led by Russ Shakelford, Georgia Institute of Technology, on CS-Curriculum-Based-Around-the-Internet.
On Friday the committee had lunch with Board of Regent's representatives Dr. Dorothy Zinsmeister, Senior Associate for Academic Affairs, and Dr. Kris Biesinger, Assistant Vice-Chancellor of Advanced Learning Technologies. Dr. Zinsmeister and Dr. Biesinger discussed several issues of interest to the committee.
The following subcommittees met during the morning session on April 28: Executive subcommittee, Faculty Development subcommittee, Curriculum subcommittee, and Recruitment and Retention subcommittee.
Business Meeting:
The business meeting was called to order by the chair Gerald Adkins at 11:05 a.m. April 28, 2000. On a motion by Roger Lamprey and second by Becky Rutherford, the minutes of the spring 1999 meeting were recommended for approval. A vote was taken, and the members present approved the minutes.
Subcommittee Reports:
The Faculty Development subcommittee chair, Ellen Cohen, submitted a faculty development plan for approval. The Faculty Development subcommittee of the AACCSSA will host "Conference for the Advancement of Computing Education in Georgia (CACE in Georgia)". This will be a two and one half day set of intensive workshops. The Conference's theme is "Emerging E-Technologies". This will coincide with the annual meeting of the Board of Regent's Academic Advisory Committee of Computer Science. The proposed location is downtown Savannah (Coastal Georgia Center) in late January or early February from Wednesday evening until Saturday afternoon. The Advisory Committee voted to approve the plan.
The Curriculum subcommittee chair, Charles Shipley, recommended that the Spring 2001 committee
- Reexamine the area F requirements. To facilitate this, Nathan Borchelt will be constructing a web-based questionnaire and collecting information statistics in September 2000.
- Consider what, if any, file-processing elements should be in the area F.
- Poll schools on the language and texts used for CS1 and CS2.
The Recruitment and Retention subcommittee focused attention on the extreme difficulties that schools are facing in the hiring and retention of computer science faculty.

Adel Abunawass will put some references in regard to "hiring and retention of faculty" on a web page. A motion was made by Kathy Sisk and seconded by Anne Pierce to accept the "intent" of the recommendation expressing the Advisory Committee's concern to the Board of Regents. The exact wording will be determined after all members have the opportunity to edit the document via the Listserv. The Advisory Committee passed the motion.
The Executive subcommittee met prior to the meeting and made the following recommendations to the members:

The next meeting should be held in late January or in February 2001, with faculty development on Wednesday evening, Thursday, and Friday. The meeting will be hosted by Savannah State University with Ijaz Awan as site coordinator. Dr. Awan will determine the specific date at a later time.

Dr. Dee Medley was recommended as chair for the 2001-2002 time period. Sherrill Watts moved the recommendations from the Executive subcommittee be accepted. Roger Lamprey seconded the motion. There were no nominations from the floor, and Dee was elected by acclamation and Savannah State University will host our next meeting.

Roger Lamprey presented the following resolution to the members of the Advisory Committee: "It is resolved that the Executive subcommittee of this body henceforth consist of six members: the chair, chair-elect, immediate past chair, and three rotating members serving staggered three-year terms. Terms all start and end at the conclusion of the annual Academic Advisory Committee meeting. Each year the incoming chair appoints the new rotating Executive subcommittee member. It is further resolved that vacancies on the Executive subcommittee will be filled by appointment of the Advisory Committee Chair at the time of the vacancy."
Those serving on the Executive subcommittee for 2000-2001-time period are: Chair Elect Dee Medley, Chair Leigh Ratliff, and Past Chair Gerald Adkins. Memberships at large include Charles Shipley (3 years), Wanda Eanes (2 years), and Anne Pierce (1 year).
The Advisory Committee with no objections passed the Executive subcommittee's proposal.
Other Business:
Kathy Sisk proposed a resolution recognizing Dr. Roger Lamprey from Valdosta State University for his OUTSTANDING Service to the teaching of Computer Science in the state of Georgia and to this Academic Advising Committee. The resolution passed by acclamation.
Being no further business to discuss, a motion was made by Sherrill Watts and seconded by Becky Rutherford to adjourn at 11:45 a.m.
RECOMMENDATION

COMMITTEE ON COMPUTER SCIENCE AND SYSTEMS ANALYSIS

RECOMMENDATION: That the Board of Regents initiate special funding to address severe recruiting and retention of faculty in Computer Science within the University System of Georgia.
RATIONALE: A survey of this committee's membership's efforts to hire new faculty in Computer Science indicates extreme difficulty in filling their positions. Recent experiences at two schools were unsuccessful at $60,000 and $66,000. We do not think that this problem can be dealt with effectively at the institution level, but must be addressed by special initiatives by the Board of Regents. There is additional concern for the retention of current faculty resulting from existing low salaries. It is the view of this committee that special funding initiative by the Board of Regents is also essential in resolving this problem.
